How can I do this when I will be living on campus for the next 4 years but will be returning to my home state when I graduate. Will I be able to keep my license, registration, and the such in my home state or will I need to change it all to the new state?

as long as you're in a dorm where it closes and you have to move out for 3 months and into a different dorm each year, you should be fine. (and keep a 12 month lease in your home state, or otherwise prove that it is where you really live)
if you have a dorm lease that goes 12 months.. well then you live there.
