How to establish permanent residency in pa?

I have been in pittsburgh, pa since february. I moved here from SC, I have been working full time since march and taking public transportation, dont have a car. So I havent had a need to change my license over. However, I want to get state residency tuiton assistance and not be charged as an out-of-state resident. Where do I start? What will I need?

I think working in and getting mail in PA should be enough. You might want to condifer getting a PA ID card. It looks like a license and is used for identification just like a license. You just can't drive with it.
