In and out of state residency question?

I'm currently paying out of state tuition but I have heard about people who change their addresses without actually moving there to qualify for in state residency--so their tuition fees are lower. I was wondering if anyone could explain how that works? Like what steps are needed to do this and if youve gone through this personally and could share your experience and knowledge on the subject that would be great =] Thanks.

depends of the state, some of them require you to be living there for at least a year
